Small bug in frameworkd power led handling

Hi

Usually, when freerunner is changing, orange led at power button lights. As 
far as I understand, this is controlled by frameworkd; it is likely 
controlled by these lines in /etc/freesmartphone/oevents/rules.yaml:
    while: PowerStatus()
    filters: HasAttr(status, "charging")
    actions: SetLed("gta02_power_orange", "light")

However, if freerunner is already charging when booting, orabge led is not 
turned on. Probably frameworkd should not only perform an action when 
status changes, but also at startup?
