[docs] adding error specs

It does make sense :)

Here is partial patch for specifying the errors. It uses following syntax:

        <doc:errors>
          <doc:error>org.freesmartphone.GSM.Device.Timeout</doc:error>
          <doc:error>org.freesmartphone.GSM.SIM.NotPresent</doc:error>
          <doc:error>org.freesmartphone.GSM.Network.NotFound</doc:error>
        </doc:errors>

It's missing a way describe the errors and a way link to (or embed)
the descriptions.
