Introducing ogpsd

Just compiled navit on my laptop, downloaded germany.bin from
http://rabenfrost.net/celtune/navit-osm-maps/ and started it up.

Communication works reliable now, I was able to get a fix on my
position with ogpsd and a Navilock BT-451 attached. Unfortunately after
a while I couldn't get a fix at all anymore. 

I'm pretty sure that this is not the doing of ogpsd so I'm going to
commit my changes. The gps chip is clearly not getting a fix. Maybe
it's because I removed some UBX configuration packets, but that
shouldn't disable GPS functionality.
