Can't make a phone call

NO CARRIER generally can have one or multiple of the following reasons:

* You have no service
* You have only emergency service and did not call an emergency number
* You did not camp the network
* You have no balance on your SIM card

Yes, we might need to increase that a bit. This is not your problem though.

The script looks ok so far, you should check for SetAntennaPower(True) failing 
though, because then you need to give the SIM PIN.

The NO CARRIER problem might be because I don't see you calling Registrate(), 
hence you did not camp the network.
