I can provide the source doc, I assume uploading to the wiki is the best way.

Since the document would be on the wiki I am happy to license the
document in the same way as the wiki's GNU Free Documentation 1.2
license

Good, having a test framework before prototyping makes things much easier

I think for a conformance test approach you will need to go higher up
the architecture than the dbus/tty request queuing & translation
daemon. I suppose it depends if the daemon is also to hold the state
machines, needed to allow apps to query if a particular service or
function is currently available or not.
