Hi, and welcome on board :-)

You have done a lot of work to write out the requirements. As I'm not
familiar with 3gpp version scheme why are the requirements based on
the v4.X.Y versions rather than v8.X.Y versions?

The requirements list looks extensive but let's wait for other
comments and notes.
