The mandatory, recommended and optional parts of 3GPP

Hi

As my first post I've attached a short doc written last year. My goal
at the time was to try and create a multimodal API and direct CELF
away from a largely CDMA focus .

Although probably not relevant to the main thrust of freesmartphone
work I believe it might be a useful starting point for test
requirements or a capabilities API

Anyway, if deemed useful then let me know and I can dedicate some time
to place the details on the wiki
