OK, after rereading your inital comment 0, I understand the intention now.  But
I think that

-FILES_cifs-doc = "${mandir}/man8/mount.cifs.8"
+FILES_cifs-doc += "${mandir}/man8/mount.cifs.8"

is how it should be done
