After experimenting with this problem, I found at least two independent bugs:

1) Bad reporting of screen size by XRandR, if Xfbdev arguments contain -screen
480x640 at 270. Work-around: Use -screen 480x640 and then rotate by XRandR. This
problem affects most applications in full screen mode, e. g. gqview (press f).
I am not sure, whether this is a problem of kernel framebuffer driver or a
problem of Xfbdev. Applying this work-around would require change of zaurusd
rotation scripts.

2) icewm guesses bad maximized size, if X server starts in portait mode and
then is rotated by XRandR to landscape.
