gsoap have defined following keys:
PACKAGES = "gsoap-dev"
FILES_gsoap-dev = "${bindir}/wsdl2h ${bindir}/soapcpp2 ${libdir}"

but the two binaries always be packaged in gsoap, in spite of "gsoap" 
is not in PACKAGES list.
