it took me a while, but it might still be valid:

Hmm... no, that shouldn't be necessary unless someone forgot the "--sysconfdir"
configure switch adding a component manually. OE sets it all the time.

Ok, sounds like your gpe-applauncher binary is guilty. Apart from that the
change to softkeys.conf only works around the problem of the wrong placement of
the softkey menus. It should be rather simple to rather fix the position to
depend on the softkey bar correctly.

>       c. /usr/share/themes/Clearlooks/gtk-2.0/gtkrc was modified to give

That's a good idea... we need to work on a good theming policy anyway. e.g. font
sizes you could set in several ways.

That sounds wrong since the application should always install ists resources to
the directory where it expects to find them. So this again seems to be a problem
with your gpe-applauncher but works with latest release.
