JSR 266 focuses on how to manage various types of messages (sms, email,
mms, etc) and message boxes on the mobile devices.

The following sentences are from JSR 266 (Unified Message Box(UMBA API)
For JavaTM Platform, Micro Edition):

The JSR API includes methods for:
* Management of message boxes. (info, rename, move, delete...)
* Read, write, copy, move and delete contents.
* Access the attributes of a message. (read/unread status,
sender/recipient address)
* Registering listeners to be notified about modifications to the
message box. (message sent,message received, message attribute changed)

JSR 266 provides generic (message type agnostic) APIs to deal with
various types of messages on the local device. 
A generic message sending mechanism is provided, however, the details of
how a message is sending out of the device is out of scope (which should
be the responsibility of tinymail, in case of email message)
How a message is received is also out of scope of JSR 266. Only an event
is provided by JSR 266 which will be emitted once a new message has been
received.

The above is my knowledge on JSR 266. Does it help?
