I think we can't guarantee other Chinese developers use English mailinglist to discuss development topics, however, the maintainer of the coming Chinese mailinglist should be responsible for reporting interesting topics happened in Chinese mailinglist periodically (say once a week) to English mailinglist.

I had a quick look but I failed to find where to create a new mailinglist. Could you pls create a new one used as Chinese mailinglist? I can be the maintainer for the time being.
