[Gpe-list] [PATCH] Cleaup gpe-shield

extra/gpe-shield suffered some many of the same problems as gpe-beam
with installing control files, more perms than needed. Plus it has some
extra variables which appeared to be unused.

One thing I changed which I myself have mixed feelings about is the
default init script being installed. While it's a darn spiffy script for
simple init.d setups. For the distro I work on I'll have to replace it
either way. So the default being there or not does not matter to me but
might for others. But I figured it was still best being it's own rule.

I could not find where PACKAGE_CFLAGS was used. I assume in one of the
included Makefile's when it builds the $(OBJS). If not. Then that should
be addressed as well.
