This patch cleans up gpe-beam a little. The core problem with it, is
that it installs a debian style CONTROL on the rootfs in /. For all the
obvious reasons that's not very ideal for anybody but debian based
distros.
This patch simply makes a new rule called install-control: for those
that need said behavior.
Also made the toolchain variables inheritable from the environment. I
would like to help submitting autotool fixups for these older pkgs that
use only make, but I'm afraid my autotool's skills are lacking somewhat.
Then we go with the basic idea of least privilege and lower the perms
needed from 4755 to 4711
Patch should not conflict with two previous patches posted.
