usually there are no special needs for local.conf in order to build GPE. So
select Angstrom for the distribution and build the x11-gpe-image target.
Currently it might be a good choice to build a current Angstrom stable
prerelease. (Use the org.openembeded.angstrom-2007.12-stable branch and set
"DISTRO="angstrom-2007.1".)

All the rest of the configuration is explained in the OE manual, but your
local.conf did not look that bad. I did not see any obvious problem in it.
