In locales, where decimal point is not defined as ".", gpe-calculator rejects
to use decimal point.

How to reproduce:

LANG=cs_CZ gpe-calculator

Press 1.2=

Result: 1

Press 1,2=

Result: 1

Note that the same bug was found and fixed in past in xcalc and
gnome-calculator as well. You can recycle one of these fixes.

Setting as Major. Without any warning, calculator gives bad results.

Algorithm detecting locales installed fails to detect some locales - e. g.
these which have country part different from uppercased lanaguage part.

How to reproduce:

1. Install locales cs_CZ.UTF-8 and cs_CZ.

2. Launch gpe-login.

3. Czech is not in list.
