yes that's true, GPE in Familiar is outdated.

There is not much GPE needs to do for supporting a distribution, but it looks
like noone wants to update Familiar any more.

Please report these problems to the Ångström developers, they build new images
from time to time but the older iPAQ devices are not tested that frequently. But
in fact the bad maintenance situation of Familiar is a problem for some devices.
