I haven't tried building gpe-mini-browser but I note that I do have 
libgdk_pixbuf-2.0.la in my (maemo 2.1) scratchbox environment and that 
dpkg -S tells me it came from libgtk2.0-dev.  Have you tried installing 
libgtk2.0-dev?
