No, they are not! See http://gpe.linuxtogo.org/download/source/

Only gpe-appmgr has a 2.7 release: http://gpe.linuxtogo.org/download/source/
all the rest is pre 1.0.

AFAIK debian doesn't allow people to make up versions, but please enlighten me if I'm wrong.
