[Gpe-list] licence of gpe-othello

I'm looking at packaging gpe-othello - along with the other games - for
Debian and thence Emdebian but none of the packaged files for
gpe-othello contain any copyright information or licence data. There is
no COPYING or LICENCE file, no ChangeLog and no AUTHORS file. This
makes it undistributable by Debian because no permission has been given
to copy the source or modify it. No permission has even been given to
compile the software and run it - technically, even GPE is in legal
problems by packaging code with no licence - especially as the
copyright holder is not identified within the package. Anyone could try
to claim this code. (!)

Can someone please confirm:

1. The name and email address of the main/current upstream author.
2. The name and email address of other copyright holders.
3. The licence for *all* files packaged in the gpe-othello tarball.

(It'd also be nice if future releases of gpe-othello could use a more
conventional version string - v 0.2-1 complicates preparing a Debian
package - it would be good if the upstream version string was 0.2.1 - a
minor change but one that makes it a lot easier for me.)

If this could be done as an updated release, with licence notices in
each source code file, it would be excellent. Otherwise I can copy
details from replies to this enquiry as evidence of the copyright
holder and licence details.
