I think lot of these are or should be (IMHO) covered by HAL -

Do you mean the power management state? are you planning on using
PowerOp/OpPoints? I'm currently looking into support for this in HAL.

Backlight control is done in HAL, see

Could be done by a adding a new namespace (with conditions) to HAL for
