Unfortunately that is a known problem with the old version of scratchbox Nokia 
tell us to use running on Linux kernel 2.6.18.  Check out the 
maemo-developers archives.  I believe there are two solutions:

1) Downgrade to Linux 2.6.17.

2) Use a newer release of scratchbox.  Nokia do not support a newer release 
(well, it seems they do with their new Bora SDK, but not for 770 development) 
but there are reports in maemo-developers of people getting it working.

In fact, the problem only seems to occur with the "sbox-config -st" command 
used to switch between the i386 and the emulated ARM environments.  Actually 
using scratchbox does not seem to be a problem.  As scratchbox remembers 
which environment you are in when you exit (or even reboot) what I do is 
reboot with a 2.6.17 kernel whenever I need to switch environments, enter 
scratchbox and type the sbox-config command, then reboot back into the 2.6.18 
kernel!  A gross hack but I have found I have mostly been working in one 
environment or the other for long periods of time recently.

I keep meaning to bite the bullet and get it working with the newer version of 
scratchbox.
