Koen, it occurs with the current Angstrom Opie images based on 2.6.24 and I 
believe with the other images, too.
One can manually install a 2.6.24 arc4 module from the feeds and use that one, 
in fact one can replace kernel images and modules from Angstrom download dirs 
but it helps not much.

Looking at modules.dep there is no dependency between the 
ieee80211_crypt_tkip/wep/whatever and the arc4 module so I believe it is the 
kernel build.

2.6.23 works pretty well in this area.
