I've just run into the same problem, and we have one thing in common: 
our TMPDIR ends with a '/';

autotools_stage_all() from classes/autotools.bbclass has some sed 
script that replace in the .la files -L${WORKDIR}/... with 
-L${STAGING_LIBDIR}...
but because of the final / your WORKDIR contains a // in it, but 
ncurse's -LPATH doesn't, so the regexp doesn't match and the 
replacement is not done.

That's just a theory for now, but after checking longly run.do_stage 
and libncurses.la that's definitely what happend:

here's my libncurses.la:
dependency_libs=' 
-L/home/cgagneraud/work/angstrom-2009.x/angstrom-dev/work/x86_64-linux/ncurses-native-5.4-r18/ncurses-5.4/lib'
and here is the regexp used by autotools_stage_all:

Clearly the regexp doesn't match but it should!

i'm retrying a build from scratch to see if it works.
