OK, I have commented on both of those today.

I've submitted bug #3601 for the usermanager removal. FYI, dasher is similar 
in that it was moved to unsupported in 1.2.3 - it has been broken for a long 
time and there's nobody around to fix it (patches welcome to bring it back to 
life though). For now I have submitted #3600 to remove it from OE. Not sure 
how to fix #3322, sorry.
