It turns out that I did need to do that.  In my case, I brute forced it
and removed everything under /OE/angstrom-tmp, then re-ran

bitbake python-mysqldb

to allow the override to take effect.  If a bitbake guru knows of a
better way, please let me know.

The package I built does work fine, but I'm still interested in helping
fix this package so it builds normally for others.  What can I do to assist?
