I would change 3rd rule into 1st one - software recipe must be in OE 
database. If it is not there then we do not have control on it so it can 
be only provided by 3rd party feeds.

Uploading sources I would also made mandatory and the only option to not 
upload them is when they are already present in Angstrom source 
repository (and MD5 match).

We need also to document how to upload as currently we use SSH only so 
each person which can put files can also remove them. Maybe somekind of 
upload space sould be created where people will put packages (but no 
access to feeds) and then they will be moved into proper place by cronjob 
or someone with higher permissions. Same would apply to images.

Would be nice also to provide kind of 'contrib feeds' space for software 
which people build on devices itself and which are hard to crosscompile. 
In such cases attempt to build it with OE would be nice as this would 
move from contrib to official.
